I found these information on the Windows Support website.
I suggest you to disable Windows Defender from registry and check if it helps.
Follow:
Press Win+R to bring up the Run dialog box. Type ‘regedit’ and hit Enter to open the Registry Editor.
Navigate to: HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender
Right click on Windows Defender, over the mouse to New and click on DWORD (Select the correct architecture)
Double click on newly created DWORD called DisableAntiSpyware, set the value to 1 to disable Windows Defender.
2 Method (

How to disable Windows Defender using Local Group Policy
If you're using Windows 10 Pro or any other enterprise variant, such as Windows 10 Enterprise or Windows 10 Education, you can use the Local Group Policy Editor to disable Windows Defender from your computer permanently.
Use the Windows key + R keyboard shortcut to open the Run command.
Type gpedit.msc and click OK to open the Local Group Policy Editor.
Browse the following path:
Computer Configuration > Administrative Templates > Windows Components > Windows Defender
On the right, double-click Turn off Windows Defender.
